Enrile re-elected Senate President while Belmonte assumes House Speaker

July 26 – Hours before the first State of the Nation Address (SONA) of President Benigno “Noynoy” Aquino III at the House of the Representative in Quezon City, the Senate re-elected Senator Juan Ponce “Johnny” Enrile as the Senate President with 17 votes giving him the lead from Sen. Alan Peter Cayetano. While Sen. Jinggoy Estrada was voted Senate President pro tempore.

While in the House of Congress, 4th District Congressman of Quezon City Feliciano "Sonny" Belmonte, Jr. was elected as the House Speaker with 227 votes versus the 1st District Representative of Albay Edcel C. Lagman who garnered 29 votes that gives him the position of the Minority Floor Leader. Former president and now the 2nd District Congresswoman of Pampanga Gloria Macapagal-Arroyo is absent during the opening of the 15th Congress and Aquino’s SONA because of the reason she needs to accompany his husband (Mike) for a medical check up.

PNoy’s first SONA plays a very important role in his administration where he will be reporting the remaining budget and project left by the Arroyo administration and his own project to be implemented in his 6-year term.
