Can PNoy fix the public health system?

Dilapidated hospitals with outdated facilities, patients forced to rent their own oxygen tanks, and the shortage of medicines and health centers – these are just some of the problems in the public health sector that President Noynoy Aquino will have to solve in his administration.

How will he be able to solve all these and more health issues with just a P33.7 billion budget or 70 centavos per citizen—an amount that can’t even buy a single Paracetamol.
